Monroe County’s
new voting technology
Technology leaders, Monroe County, NY, will be the first county in the state to implement the paper-based ExpressVote XL Universal Voting Systems as its primary voting device for Election Day. In the spring of 2025, all voters in Monroe County will start using the ExpressVote XL for voting. Additionally, Monroe County will use the new DS950 high-speed scanner and tabulator for central scanning.

Election Management and Voter Registration
ES&S is the first vendor in New York approved for both county-hosted and vendor-hosted voter registration and election management solutions.
In addition to Nassau and Wyoming counties, three new counties — Chenango, Madison and Warren — will implement PowerProfile before September 1, 2024.

Poll Place Scanner & Tabulator
ES&S’ newest purpose‐built scanner and tabulator, the DS300, seamlessly supports all poll place and vote center ballot scanning and tabulation from early voting through Election Day. The DS300 can also serve as a tabulator for absentee voting and during recounts and audits. This system was successfully used by Albany, Erie and Rockland counties in the June 2024 primary.

ES&S ballot marking systems use barcodes, a trusted technology.
Barcodes are a trusted, tested, universal technology used in a variety of ways across many different industries to improve safety, accuracy, speed and efficiency. DMVs, pharmacies, hospitals, banks and food manufacturers all use barcodes. Tabulators read barcodes in the same way they read the oval positions on a paper ballot. Because barcodes offer a reliable way to accurately read information, the technology all but eliminates the possibility of human error (e.g. unclear marks, misinterpretation of voter intent).

Rochester Institute of Technology researchers put the ExpressVote XL to the test
In 2021, an award-winning team of Rochester Institute of Technology (RIT) student researchers recently conducted extensive penetration testing of the ExpressVote® XL. After 10 days of extensive tests, they found the machine to be very secure – with zero attacks that could alter or manipulate a voter’s choices at the polls.

Voter approved
Quickly check in voters and serve up to 15,000 different ballot styles. This means no more picking and pulling ballots or wasting pre-printed stock — voters get in and out faster.

ES&S follows all ADA requirements and works with voters with disabilities as well as advocates and experts in the field of accessibility to test our equipment firsthand. This valuable feedback helps guide our product development teams, and in turn, ensures EVERY voter can exercise their constitutional right to vote privately and independently on a universal voting system.
