Suffolk County’s and Monroe County’s new voting systems

Monroe County, NY, successfully implemented the ExpressVote XL Universal Voting System as its primary voting device in the 2025 spring primary. Voters responded positively to the new voting system! The ES&S DS950 high-speed tabulator also made its successful debut as the county’s absentee, early vote and Election Day ballot tabulator for central scanning. Following Monroe County’s lead, Suffolk County will also implement the ExpressVote XL and DS950 — bringing the same trusted technology to even more New York voters.

ES&S security philosophy

Nothing is more important to ES&S than protecting America’s democracy by supporting secure, accessible and accurate elections. That’s why every ES&S product reflects our three-part security philosophy:

  • Design: All products are designed, without compromise, to meet the latest and ever-evolving standards in security, accuracy and reliability.
  • Testing: In addition to ES&S testing protocols, all tabulation systems are rigorously tested and certified by the federal Election Assistance Commission (EAC), which reflects security and performance standards developed by scientists, academics and election officials. ES&S also takes security testing to the next level, executing penetration testing with independent, accredited laboratories. ES&S submitted our end-to-end voting configuration for Cybersecurity and Infrastructure Security Agency (CISA) critical product evaluation (CPE) at one of our nation’s leading research labs.
  • Implementation: The entire ES&S team is devoted to ensuring that each piece of technology performs as expected on Election Day, helping election officials uphold the laws of their jurisdiction, which mandate strict physical security and tight chain of custody of all voting machines.

Perhaps most importantly, all of us at ES&S are dedicated to supplying America with equipment and software for secure, accurate and accessible elections. We hold ourselves and each other accountable for this mandate and are proud to serve a role in this noble purpose.

Illustration of RIT student researchers testing the ExpressVote XL

Rochester Institute of Technology researchers put the ExpressVote XL to the test

In 2021, an award-winning team of Rochester Institute of Technology (RIT) student researchers recently conducted extensive penetration testing of the ExpressVote® XL. After 10 days of extensive tests, they found the machine to be very secure – with zero attacks that could alter or manipulate a voter’s choices at the polls.

“There was nothing we could find—in either scenario—that someone can do to change a voter’s choices in the real world.”
– Ian Stroszeck, a fifth-year RIT computing security BS/MS student.

It was clear … the ES&S system would provide the safest, least disruptive voting experience, especially for senior citizens … There’s a good reason why all the other New Jersey counties who looked at this are buying the ES&S systems. For the same money, you get paper and a better machine overall.”

Voter approved

Quickly check in voters and serve up to 15,000 different ballot styles. This means no more picking and pulling ballots or wasting pre-printed stock — voters get in and out faster.

Illustration of an example NY polling place, showing a voter checking in, receiving an ExpressVote activation card, and two voters are using ExpressVote XL universal voting systems
Voters not only enjoyed using the new [ExpressVote XL] technology, but with the auditable paper trail, we can assure them that their vote is safe, secure and accurately counted. Poll workers said the election day went smoothly. We really couldn’t have asked for a better result.”

Universally accessible

ES&S follows all ADA requirements and works with voters with disabilities as well as advocates and experts in the field of accessibility to test our equipment firsthand. This valuable feedback helps guide our product development teams, and in turn, ensures EVERY voter can exercise their constitutional right to vote privately and independently on a universal voting system.

Developed with this input, our ExpressVote and ExpressVote XL include the following accessibility features, which can be used by voters without poll worker assistance.

Assistive technology connections and devices, as well as screen prompts, symbols and audio

To help voters navigate the vote selection process privately and independently.

Ensured voter privacy

To protect voter privacy, the printed vote summary card does not specify whether assistive devices were used to conduct a voting session.

Seated- and standing-height configurations

To serve both seated and standing voters.

Adjustable on-screen high contrast and zoom functionality display settings

To make on-screen text more readable.

The voter has the option to blank the screen for privacy.
