Worcester picks vendor of new voting machines; cost is $72,000 under budget
WORCESTER — The city has awarded a contract for replacing its aging and at-times problem-plagued voting machines and equipment to a Nebraska-based company, at a cost that is roughly $72,000 less than what the city had budgeted. Purchasing Director Christopher Gagliastro announced Thursday the awarding of the contract to Election Systems & Software LLC for $277,320.
ES&S, based in Omaha, is the world’s largest elections-only company. It was one of two companies that bid on the city contract.The other company was New Hampshire-based LHS Associates Inc., which bid $296,630.
“We are pleased that competition between qualified vendors resulted in an eventual cost more than $72,000 lower than that original cost estimate,” he said. Mr. Rushford said city elections officials plan to have the equipment delivered, software installed and all facets of training completed so it can be used for the Sept. 8 municipal preliminary election.
He said poll workers, police officers working the polls, and staff from the City Clerk Department and Election Commission will be thoroughly trained on the new equipment as part of the contract.The Election Commission met in executive session Wednesday night to review the bids submitted by the two companies, exclusive of the pricing. Mr. Rushford said that review led to the commission’s selection of the ES&S bid. After that, the cost portions of the bids were opened and that also favored ES&S, he said.
Under the contract, the city will receive 53 new vote tabulators/scanners — one for each of the 50 precincts, and three for anticipated early-voting locations that will go into effect in 2016.
Also included as part of the contract is election reporting software, on-site technical support for election days and on-site pre-election testing of equipment.
